Can menstrual blood contain HIV virus or ?

I just read a post about can someone swim with a period and she said that it wasn't unsanitary because the chlorine in the pool will kill bacteria. Not saying she has HIV but if there's someone with HIV or not can HIV or other diseases come out in the blood into the pool water. What about ually transmitted diseases that antibiotics can't cure like ?
