What should I do about a terrible college professor?

I was taking a business ethics cl for the spring semester. It was a eight week cl opposed to the standard sixteen weeks. The professor that taught the cl was terrible. The cl met four times a week for 1 hour and 15 minutes. He always dismissed at the 45 minute mark. He only lectured about 4 out of the 32 cles. The rest of the cles were spend watching movies which mainly focused on corporate greed. For Two of the classes, we arrived to the classroom being locked in which he responded to by canceling class that day. There were only two assignments for the class. The first was to answer a few questions about a article. The second was a twenty question multiple choice open book test that was pathetically easy. The entire class was a waste of time. I am thinking of bringing this up with the head of the department. Is this something I should do or should I let it slide?
